ตามประวัติความเป็นมาของที่ประชุมอธิการบดีแห่งประเทศไทยนั้น ปรากฏว่าก่อนที่จะมีการก่อตั้งที่ประชุมแห่งนี้ขึ้นอาจกล่าวได้ว่า มหาวิทยาลัยกำลังอยู่ในช่วงวิกฤต คือ รัฐบาลในขณะนั้นกำลังดำเนินการปฏิรูประบบบริหารราชการแผ่นดิน ต้องการให้มีการจัดรูปงานและองค์การของราชการเสียใหม่ให้มีหน่วยงานเท่าที่จำเป็นเท่านั้น คณะที่ปรึกษาระเบียบบริหารของคณะรัฐบาลได้เสนอให้โอนมหาวิทยาลัยทั้งหมดไปสังกัดกระทรวงศึกษาธิการ ประจวบกับขณะนั้นได้มีกิจการแข่งขันกีฬาระหว่างมหาวิทยาลัยต่าง ๆ ขึ้น และมีปัญหาอยู่ไม่น้อย เหตุดังกล่าวจึงกลายเป็นประเด็นสำคัญที่มีส่วนทำให้มหาวิทยาลัยต่าง ๆ หันมาให้ความร่วมมือแก่กันมากขึ้น ในการจัดตั้งที่ประชุมอธิการบดีแห่งประเทศไทยนั้น มหาวิทยาลัยต่าง ๆ ได้มอบหมายให้ศาสตราจารย์ ดร.ประเสริฐ ณ นคร, ศาสตราจารย์ นพ.สวัสดิ์ สกุลไทย และผู้ช่วยศาสตราจารย์ ดร.วิจิตร ศรีสอ้าน ยกร่างข้อตกลงว่าด้วยความร่วมมือระหว่างมหาวิทยาลัยต่าง ๆ เป็นข้อตกลงว่าด้วยการประชุมอธิการบดี พ.ศ. 2515 ขึ้น เมื่อร่างเสร็จจึงมีการจัดประชุมขึ้นเป็นครั้งแรกในวันที่ 29 มกราคม 2515 ณ จุฬาลงกรณ์มหาวิทยาลัย ที่ประชุมได้ลงมติรับรองข้อตกลงดังกล่าว และได้มีการลงนามในข้อตกลงโดยผู้แทนจาก 12 สถาบัน คือ

วันที่ 29 มกราคม 2515 จึงเป็นวันที่ถือได้ว่าเป็นจุดเริ่มต้นการดำเนินงานงานของที่ประชุมอธิการบดีแห่งประเทศไทย ในวันนี้ที่ประชุมได้ตกลงเลือกให้ ศาสตราจารย์ ดร.อรุณ สรเทศน์ อธิการบดีจุฬาลงกรณ์มหาวิทยาลัย เป็นประธาน และผู้ช่วยศาสตราจารย์ ดร.วิจิตร ศรีสอ้าน เป็นเลขาธิการฯ สมาชิกสถาบันที่เริ่มต้นลงนามในข้อตกลงครั้งแรกมี 12 สถาบัน ในภายหลังได้ขยายเพิ่มเป็น 16 สถาบัน และปัจจุบันที่ประชุมอธิการบดีแห่งประเทศไทยมีสมาชิกทั้งสิ้น 36 สถาบัน ที่ประชุมอธิการบดีมีชื่อเรียกเป็นภาษาอังกฤษว่า Rectors Conference ซึ่งปัจจุบันได้เปลี่ยนชื่อเป็น Council of University Presidents of Thailand เป็นหน่วยงานอิสระที่ไม่ได้รับงบประมาณสนับสนุนจากภาครัฐ ซึ่งจัดตั้งขึ้นโดยความร่วมมือของอธิการบดีมหาวิทยาลัย/สถาบันอุดมศึกษาของรัฐ ซึ่งมีความเห็นร่วมกันว่าน่าจะมีการประชุม พบปะ แลกเปลี่ยนความคิดเห็น เพื่อประโยชน์ในการประสานงานกันระหว่างมหาวิทยาลัย/สถาบันอุดมศึกษาต่าง ๆ เป็นศูนย์กลางที่เปิดโอกาสให้มหาวิทยาลัย/สถาบันอุดมศึกษาต่าง ๆ ได้แลกเปลี่ยนประสบการณ์และความคิดเห็น เสนอความคิดริเริ่มสร้างสรรค์ในเรื่องที่เกี่ยวกับกิจการอุดมศึกษาของประเทศ และผลักดันความคิดสร้างสรรค์เหล่านั้นให้เกิดผล
บทบาท
ตามที่ระบุไว้ในข้อตกลงว่าด้วยการประชุมอธิการบดีฯ พ.ศ. 2515 ข้อความในข้อ 3 ระบุว่า ที่ประชุมอธิการบดีทำหน้าที่เป็นศูนย์กลางในการแลกเปลี่ยนความคิดเห็น และติดต่อประสานงานที่อยู่ในขอบข่ายความสนใจร่วมกันระหว่างมหาวิทยาลัย/สถาบันต่างๆที่เข้าร่วมในข้อตกลง ที่ประชุมนี้ไม่เป็นองค์กรทางการเมือง เมื่อเดือนกันยายน พ.ศ. 2522 (ในการประชุมครั้งที่ 6/2522) ที่ประชุมได้พิจารณาทบทวนและกำหนดบทบาทของที่ประชุมอธิการบดีแห่งประเทศไทย ดังนี้
- ที่ประชุมอธิการบดีฯ ควรเป็นแหล่งประสานงานส่งเสริมความช่วยเหลือ และการพัฒนามหาวิทยาลัยต่างๆ เช่น การพัฒนาบุคลากร การร่วมมือพัฒนาคุณภาพ และคุณวุฒิอาจารย์มหาวิทยาลัย โดยไม่ดำเนินการซ้ำซ้อนกับงานของทบวงมหาวิทยาลัย (ทบวงมหาวิทยาลัย ปัจจุบันคือ สกอ.)
- ที่ประชุมอธิการบดีฯ ควรเป็นองค์กรกลางระหว่างมหาวิทยาลัยของรัฐบาล ช่วยแนะนำให้คำปรึกษาแก่ทบวงมหาวิทยาลัย และรัฐบาลหรือแสดงท่าทีในด้านต่างๆ ให้รัฐบาลได้รับทราบ
- ที่ประชุมอธิการบดีฯ ควรเป็นองค์กรกำหนดนโยบายในลักษณะการกำหนดท่าที หรือความคิดเห็นกว้างๆ เกี่ยวกับเรื่องที่เป็นผลประโยชน์หรือปัญหาร่วมกันระหว่างมหาวิทยาลัย และเสนอความคิดเห็นต่อรัฐบาล ส่วนเรื่องใดทำได้เองก็ร่วมมือร่วมใจให้
ที่ประชุมอธิการบดีแห่งประเทศไทย เป็นองค์กรอิสระไม่เกี่ยวข้องกับกิจกรรมทางการเมือง เป็นศูนย์กลางการประสานความร่วมมือ ความคิด การสร้างสรรค์ การแลกเปลี่ยนประสบการณ์ที่เกี่ยวกับกิจการอุดมศึกษาของประเทศที่เป็นความสนใจร่วมกัน การดำเนินงานจะมุ่งที่ความคล่องตัวและยึดหลักความเป็นอิสระของแต่ละสถาบัน หลีกเลี่ยงไม่ให้มีการดำเนินงานซ้ำซ้อนกับทบวงมหาวิทยาลัย แต่จะเสริมและสนับสนุนกัน เพื่อประโยชน์โดยส่วนรวมของการอุดมศึกษาของประเทศ บทบาทของที่ประชุมอธิการบดีฯนั้นจึงขึ้นอยู่กับบทบาทของมหาวิทยาลัย/สถาบันสมาชิกเป็นหลักสำคัญ
ที่ประชุมอธิการบดีแห่งประเทศไทย
- เป็นองค์กรในลักษณะที่เป็นองค์ประชุมหรือที่ประชุม
- ประกอบด้วย อธิการบดี และรองอธิการบดีมหาวิทยาลัย/สถาบันสมาชิกอีกแห่งละ 2 คน อีกส่วนหนึ่งเป็นสำนักงานเลขาธิการที่ประชุมอธิการบดีฯ ซึ่งประกอบด้วย เลขาธิการ รองเลขาธิการ และเจ้าหน้าที่สำนักงาน
- ปัจจุบันมีสมาชิกในที่ประชุมทั้งสิ้นจาก 35 สถาบัน
สำนักเลขาธิการที่ประชุมอธิการบดีแห่งประเทศไทย
- ในอดีตสำนักงานเลขาธิการที่ประชุมอธิการบดีแห่งประเทศไทยได้รับความเอื้อเฟื้อจากทบวงมหาวิทยาลัย โดยให้กองวิชาการเป็นหน่วยช่วยอำนวยความสะดวก และให้การสนับสนุนการบริการ ปัจจุบันสำนักงานเลขาธิการที่ประชุมอธิการบดีฯตั้งอยู่ที่สำนักงานคณะกรรมการการอุดมศึกษา
- รับผิดชอบดำเนินงานธุรการ งานประสานงานการจัดประชุม จัดทำรายงานการประชุม และปฏิบัติงานอื่นๆ ตามที่ที่ประชุมมอบหมายให้จัดดำเนินการ หรือดำเนินการตามมติของที่ประชุมในเรื่องที่เกี่ยวข้อง ติดตามผลตามมติของที่ประชุม โดยดำรงตำแหน่งมีวาระ 4 ปี
- ด้านเลขาธิการนอกจากทำหน้าที่เลขาธิการที่ประชุมแล้ว ยังทำหน้าที่เป็นเหรัญญิกของกองทุนที่ประชุมอธิการบดีฯ (ตั้งแต่วันที่ 1 ตุลาคม 2516) มีหน้าที่จัดทำรายงานการเงิน และเสนอบัญชีการเงินของกองทุนที่ประชุมอธิการบดีฯ ภายในวันที่ 31 มีนาคม ของทุกปี
การประชุมของที่ประชุมอธิการบดีแห่งประเทศไทย
- มีข้อกำหนดให้ประธานที่ประชุมอธิการบดีแห่งประเทศไทยเรียกประชุมเป็นประจำอย่างน้อย 2 เดือนต่อครั้ง
- ประธานที่ประชุมอธิการบดีแห่งประเทศไทย คือ อธิการบดีมหาวิทยาลัย/สถาบันสมาชิกที่ได้รับเลือกตั้งจากที่ประชุมให้ดำรงตำแหน่งวาระละ 1 ปี และให้แต่งตั้งอธิการบดีมหาวิทยาลัย/สถาบันสมาชิกเป็นรองประธานอีก 2 คน
- การจัดประชุมจะจัดในมหาวิทยาลัยต่างๆ หมุนเวียนกันไปตามลำดับอักษร หรือตามตกลงกันในที่ประชุม โดยให้แต่ละมหาวิทยาลัย/สถาบันผลัดกันเป็นเจ้าภาพจัดการประชุม แต่การจัดประชุมในมหาวิทยาลัย/สถาบันในต่างจังหวัดให้จัดได้เพียงปีละ 1 ครั้ง
- ในปี พ.ศ. 2524 ได้มีข้อตกลงเพิ่มเติมให้อธิการบดีมหาวิทยาลัย/สถาบันที่ได้รับการเลือกตั้งให้เป็นประธานในปีต่อไป เป็นเจ้าภาพในการจัดการประชุมครั้งแรกประจำปีนั้น ส่วนเงื่อนไขอื่นๆ ให้คงไว้ตามเดิม
องค์ประชุม
- ประกอบด้วยอธิการบดี/หรือผู้แทนในกรณีที่อธิการบดีไม่อาจมาเข้าร่วมประชุมได้ และผู้แทนสมทบอีก 2 คน
- หากมีการออกเสียงให้แต่ละมหาวิทยาลัย/สถาบันออกเสียงได้เพียงแห่งละ 1 เสียงเท่านั้น
- ถ้ามีการอภิปราย หรือลงมติในเรื่องสำคัญๆ จะต้องมีอธิการบดีเข้าประชุมเกินกว่าครึ่งหนึ่งของอธิการบดีมหาวิทยาลัย/สถาบันทั้งหมด หากไม่ครบก็ไม่อาจตกลง หรืออภิปรายเรื่องสำคัญนั้นได้ ต้องเลื่อนการพิจารณาวาระสำคัญนั้นออกไป
ระเบียบวาระการประชุม
- มหาวิทยาลัย/สถาบันสมาชิกทบวงมหาวิทยาลัยสามารถเสนอเรื่องให้คณะทำงานที่ประชุมอธิการบดีฯ เป็นผู้กลั่นกรองเรื่องและให้เลขาธิการรวบรวมจัดทำเป็นระเบียบวาระการประชุมสามัญ ส่งเวียนถึงผู้เข้าร่วมประชุมก่อนวันจัดการประชุมสามัญ 7 วัน
การเงินของที่ประชุมอธิการบดีแห่งประเทศไทย
- ในปี พ.ศ. 2516 ได้มีการริเริ่มการจัดตั้งกองทุนที่ประชุมอธิการบดีให้เป็นกองทุนรวม และให้เลขาธิการฯ ทำหน้าที่เป็นเหรัญญิก
- ต่อมาในปี พ.ศ. 2519 ได้มีการออกระเบียบว่าด้วยเงินทุนที่ประชุมอธิการบดีฯ พ.ศ. 2519 ขึ้น และมีสมาชิกส่งเงินสมทบในกองทุนแห่งละ 5,000 บาทต่อปี
- ปี พ.ศ. 2528 ได้เปลี่ยนแปลงเป็นแห่งละ 10,000 บาท
- ตั้งแต่ปี 2538 จนถึงปัจจุบันได้เปลี่ยนแปลงเป็นแห่งละ 40,000 บาท

ที่ประชุมอธิการบดีแห่งประเทศไทย จึงร่วมกันกำหนดพันธกิจและสถานภาพขององค์กรดังต่อไปนี้
- ทปอ. จะเพิ่มบทบาทการชี้แนะเชิงนโยบายแก่รัฐบาล และชี้นำชุมชนและสังคมในการแก้ไขปัญหาพัฒนาและ สร้างภูมิคุ้มกันแก่ชุมชนและสังคมเพื่อการพัฒนาประเทศอย่างยั่งยืนด้วยองค์ความรู้จากการศึกษาวิจัยเพื่อมุ่งสู่การพึ่งพาตนเองบนฐานวัฒนธรรมไทยและด้วยสัมพันธภาพที่ดีกับนานาประเทศอย่างมีศักดิ์ศรี
- ทปอ. จะเร่งสร้างความเป็นเลิศทางวิชาการของแต่ละมหาวิทยาลัย/สถาบันและดำรงอุดมการณ์ของมหาวิทยาลัย โดย

- 2.1 สร้างความเข้มแข็งด้านการบริหารจัดการ ที่มีความคล่องตัว มีประสิทธิภาพ โปร่งใสและตรวจสอบได้ มีความเป็นอิสระในการบริหารจัดการ ทั้งด้านการเงินการคลัง วิชาการ และบุคลากร

- 2.2 ส่งเสริมความร่วมมือทางวิชาการระหว่างมหาวิทยาลัยของรัฐและเอกชน ทั้งในประเทศและต่างประเทศ ในด้านการวิจัย การบริการวิชาการ การประกันคุณภาพการศึกษา การเรียนการสอน การเทียบโอนหน่วยกิตระหว่างสถาบัน การแลกเปลี่ยนบุคลากรและนิสิตนักศึกษา และความร่วมมือทางวิชาการกับต่างประเทศ เป็นต้น
- 2.3 ส่งเสริมการใช้ทรัพยากรทางวิชาการร่วมกันเพื่อความประหยัด และการเพิ่มประสิทธิภาพ

- ทปอ. จะดำเนินกิจกรรมร่วมกันในโครงการพิเศษอื่นๆ เพื่อส่งเสริมบทบาทของมหาวิทยาลัย ในด้านการส่งเสริมศิลปวัฒนธรรม การอนุรักษ์และพัฒนาภูมิปัญญาท้องถิ่นและภูมิปัญญาไทย และการส่งเสริมการกีฬา รวมทั้งกิจกรรมเพื่อส่งเสริมบทบาทสตรี สันติภาพ และสิ่งแวดล้อม ทั้งภายในชาติและในประชาคมโลกด้วย
- ทปอ. จะสร้างความสัมพันธ์และความเข้าใจอันดีกับรัฐบาล สังคมและชุมชน เพื่อปฏิบัติภาระกิจในด้านต่างๆ ของมหาวิทยาลัยร่วมกัน โดยเฉพาะอย่างยิ่ง การสร้างสังคมยุคใหม่ ให้เป็นสังคมความรู้และการเรียนรู้ตลอดชีวิต ทั้งในระดับบุคคล ครอบครัว องค์กร และชุมชน

History of the Council of University Presidents of Thailand
The Council of University President of Thailand (CUPT) was established with the collaboration of universities in order to help each others handling critical problems in those days. Therefore, founder universities appointed 3 honourable key men – Prof.Dr. Prasert Na Nakhon, Prof. Sawad Sakulthai M.D., and Asst.Prof.Dr. Wijit Srisa-arn – to draft an agreement on universities collaboration. Once the draft was finalised, there was the first meeting on January 29th, 1972 at Chulalongkorn University in order to approve the agreement and it was signed by the representative of 12 founding universities as follows:

January 29th, 1972 is the starting day of operation of the CUPT. The committee members had elected Prof.Dr.Arun Sorntesana, the president of Chulalongkorn University to be the first chairperson and Asst.Prof.Dr.Wijit Srisa-arn to be the secretariat. There were 12 founding member universities and extended to 16 universities later. Currently, there are 27 universities/institutes. Originally, it is named as “Rectors Conference” and it was changed to “Council of University Presidents of Thailand” which is an independent organization founded under the collaboration of presidents of thai universities/higher education institutes. They mutually agreed upon the idea of meetings and sharing experiences and opinions among them and setting the CUPT to be a centre of exchanging experiences and opinions, proposing initiative ideas about national higher education operations, and pushing forward those into reality.

Roles
According to the statement number 3 on the agreement of the meeting of university presidents in 1972, it reads, “the Council of University Presidents of Thailand (CUPT) would be the center to exchange opinions and to cooperate under common interest between universities/institutes, which were bound on this agreement”. The CUPT will NOT be a political organization. In September 1979 (the 6thmeeting of 1979), the CUPT reviewed on the roles and reissued as follows:
- The CUPT should be the place to provide collaboration and support universities development in many aspects but these would not overlap with the role of the Ministry of University Affairs (which now known as the Office of the Higher Education Commission – OHEC).
- The CUPT should be a central organization of public universities in order to suggest and advise the Ministry of University Affairs and the government, including delivering related essential actions to the government in many aspects.
- The CUPT must be an organization to set policy in the manner of actions or reflecting broad opinions in accord of beneficial issues or common problems among universities and offer suggestion to the government. While, issues that can be handled internally will be proceeded in collaborative among the network.
The CUPT is a liberty organization and does not involve any political activities. It is the centre of collaboration for ideas, creativity, and exchange experiences what are all about the common interest between higher education institutes’ activities. The operation is on the basis of flexibility and the liberty of each institute and avoid not to overlap with the role of the Ministry of University Affairs. Rather, the CUPT and the Ministry of University Affairs will promote and support each other for the shared benefits of higher education affairs of the nation. Roles of the CUPT are mainly depend on roles of member universities/institutes.
The Organization
- Working in the manner of quorum or assembly.
- There are two parts in the organization: the former part comprises a president, a vice president, and the other two colleagues EACH from universities/institutes. The latter part, as known as the CUPT secretary office, consists of a secretariat, vice secretariat(s), and officers.
- Currently, there are 84 persons from 31 universities/institutes.
The CUPT Secretary Office
- In the past, the CUPT secretary office was in the courtesy of the Ministry of University Affairs. Now, it works independently and locates in the building of the Office of the Higher Education Commission.
- The office is responsible for general administration, meetings cooperation, producing meeting reports, and conducting another appointed assignments, or operating related tasks according to the agreement from board meetings. Note: each board has a term of 4 years span.
- The secretariat of the CUPT is in charge of secretariat works and also a treasurer of the CUPT fund (since October 1st, 1973). The treasurer work is to produce financial reports and submit the annual financial accounting of the fund within March 31st.
Meetings of the CUPT
- The chairperson is appointed to call the board for regular meetings at least every 2 months.
- The chairperson of the CUPT will be elected from any current presidents of member universities/institutes and has office term of 1 year and the chair will nominate 2 vice chairpersons from any presidents of member universities/institutes.
- Regular meetings will alternatively be held at any appointed universities/institutes as the agreement of the particular board meeting. However, there will be only once a year to host at any of provincial universities/institutes.
- In 1981, there was a supplementary agreement to appoint the university/institute where its president is elected to be the CUPT chairperson to hold the first regular meeting of the particular year. Any other conditions and agreements are intact.
Quorum
- President or delegate AND 2 more associated delegates each from member universities/institutes.
- If there is a call for voting, each universities/institutes is eligible for only ONE vote.
- If there is any debate, dispute, or crucial conclusion to be made, there must be presidents (delegates will not be counted) more than half of the whole. Otherwise, the conclusion or the debate must be postponed.
Agenda
- Universities/Institutes can propose issues and submits to the CUPT working committee for consideration. The proper ones will be submitted to the secretariat in order to compile into the agenda and it will be distributed to the participants 7 days prior to the particular meeting.
Financial of the CUPT
- In 1973, the CUPT fund was established. The secretariat was appointed to be in charge of the treasurer of the fund since then.
- In 1976, the CUPT fund regulation (1976) was conceived and each member universities/institutions monetarily contributes 5,000 baht per annum.
- In 1985, the rate was changed to 10,000 baht per annum.
- Since 1995, it has been shifted to 40,000 per annum.

The CUPT committee declared the mission and status of the organization in the following:
- The CUPT is going to increase the action of giving suggestions to the government in the aspect of policies. It also tends to guide community and society on problem solving, to develop and to immunize community and society in order to help sustainably developing the nation with wisdoms gaining from researching. This would lead to self-reliance on the basis of Thai culture and on the gracefully good relationship with foreign countries.
- The CUPT is going to accelerate the excellency in academic of each universities/institutes on the ground of individual’s ideology by:

- 2.1 Strengthening the management section to gain flexibility, efficiency, verifiable transparency, and liberal manageability in the aspects of financial, academic, and personnel.

- 2.2 Encouraging public and private universities, including domestic and international ones, on academic collaboration in several aspects i.e. researching, academic services, academic quality assurance, teaching, inter-university transferring, staffs and students exchange programs, and internationally academic collaboration.

- 2.3 Encouraging universities to share academic resources for economical reasons and to boost efficiency.

- The CUPT is going to conduct collaborative activities under special projects in order to encouraging universities’ actions, including:

- Promoting arts and cultures,
- Conserving and developing local wisdoms and Thai wisdoms,
- Promoting sports,
- Activities to promote women’s role, peace, and environment.
All activities involve with both local and global communities.

- The CUPT is going to build a good relationship and understanding with the government, the community, and the society in order to make the collaboration on mission operations between universities and these parties possible. Especially, building a modern society to be knowledgeable and life-long learning society in every levels ranging from individuals, families, organizations, and communities.
